By the end of the dark times that Emperor Claudius had left Patraeia in, the factions that were scattered thoroughly had begun to tire of the constant turmoil. A single faction leader of the ''Republic's Coalition'' called for a conference amongst all other faction leaders. Many refer to this day as the ''First Council'', where all disagreements were settled over several months of constant debate and reason. From this meeting, the faction leaders created what we now call ''The Senate'', which would rule over Patraeia as a fair and equal civilization. Those dreams died, however, with the sheer weakness of the new government's origins.
